The project is proposed for an entirely new quarter of the city such as Tjuvholmen, Østhavna, Bjørvika, or Ensjø in Oslo. In this kind of new development, schools, pre-schools, service functions and offices need to be built as well as housing, in order to create a well-functioning and lively residential area. In addition, the plan must be able to meet changes in function, number of users and new conditions over time.
